Energy availability is necessary but not sufficient. What determines whether the available energy compounds into a working civilization is the gating discipline — which uses get unblocked, which get throttled, and what the gates are calibrated against.
Energy availability is the input
The familiar half of the story. How much energy can the system put on the table.
The gate is the policy
The less-familiar half. The rules that decide which uses get the available energy and in what order. Civilizations differ here more than they differ on availability.
Gates compose
Multiple gates interact. A civilization isn't one gate — it's a topology of gates. The topology is the design space.
Bad gates kill before scarcity does
Civilizations rarely run out of energy. They more often misallocate the energy they have. The gate is the misallocation surface.
